Upon the refusal of the Chief of Police to grant a permit under this chapter, the applicant thereafter may appeal to the City Council, and if the City Council shall be satisfied that the applicant and his or her proposed business and hours of work meet the requirements set forth in this chapter, it shall direct the Chief of Police to issue the permit; otherwise the permit shall be refused.
