No dealer in junk, or his or her agent or employee, shall purchase, take or acquire, in the course of business, any goods, articles or things of value whatsoever from any minor under the age of 18 years, or any goods, articles or things of value, the ownership of which is in or which is claimed by any such minor, unless the minor’s parent or guardian or the relation or person in whose care or employ the minor may be at the time, shall state in writing that the transaction is made with the parent’s, guardian’s, relation’s or employer’s full knowledge and consent; and it shall be the duty of the dealer to preserve and keep on file such written statement for the purpose of subsequent reference thereto. This written permission shall be subject to inspection in like manner by the Chief of Police or any other police officer of the city as is provided for under section 11-3-4.
