Every person desiring to engage in the business of a junk dealer shall first procure a license from the city. The person shall make application, in writing, to the City Council for the license, specifying in the application the street and building in which the applicant intends to carry on the business, and, if a corporation, the names of the persons who are to actively manage the business. The application shall be signed by at least five citizens of the city certifying to the good character of the applicant or the active manager.
