The following shall not be subject to the limitations imposed by § 54.08:
(A) Health care providers;
(B) The Superintendent shall have the authority to permit a reasonable use of water in any case necessary to maintain adequate health and sanitation standards; and
(C) The provisions of § 54.08 shall not apply to those businesses and industries declared by resolution of the Council to be necessary for the public health, safety and welfare.
