§ 52.04 SERVICE RUNS; NSF POLICY.
   (A)    Fees are as follows.
      (1)   Service run: $35. This will be charged for any dispatch at a customer's request, provided the cause is not deemed to be the utility's responsibility. This covers the administrative management and maintenance costs associated with these requests.
      (2)   Emergency/after-hours service runs: $15. Normal business hours are 8:00 a.m. to 4:30 p.m., Monday through Friday. This fee will be charged for any service runs after-hours dispatch at a customer's request, provided the cause is not deemed to be the utility's responsibility. This covers the administrative management and maintenance costs associated with these requests.
      (3)   New account initialization: $35. This covers the administrative and maintenance expenses for generating a new account and obtaining the initial read/connecting service to start a new account. This would be a nonrefundable charge along with the member deposit.
      (4)   Water member deposit: $150. Currently the minimum water bill for three months is $94.86. The average water bill is $65/month. According to the town policy, the customer can avoid disconnection for two and one-half months. This can easily exceed the current $100 membership fee and leave an unrecovered negative balance.
      (5)   Sewer member deposit: $100. The minimum combined bill in Heritage Springs Subdivision is $96.62. While the town has limited bad debt in Heritage Springs, this can almost deplete the town's $100 water deposit in one month. At the two and one-half month mark, the town's exposure is $289.86 due to the sewer charges.
      (6)   Most new service installation: $2,000 for a short service, $2,200 for a long service (five-eighths by three-fourths meter only). A short service is a location where the main is on the same side of the road as the final location of the meter. A long service is a location where the main is on the opposite side of the road of the final location of the meter. These costs are higher due to extra equipment and materials and potential asphalt repair.
         (a)   New service sized above a five-eighths by three-fourths meter will be the actual cost of installation and no less than a standard five-eighths by three-fourths meter installation cost.
         (b)   New services that incur extraordinary costs will be charged the actual cost of installation regardless of meter size.
         (c)   Reconnection fee: $50. (Fee unchanged.)
         (d)   Backflow test registration: $35. Cross-connection and backflow prevention is a required program per Indiana Department of Environmental Management. Every backflow prevention device must be tested every year per those requirements. Greenville has partnered with BSI Online to manage the customer notification and report retention. Each report filed with BSI will be charged an administrative fee of $35. Twenty dollars less 5% per registration will be refunded to the Greenville water utility to cover expenses.
      (7)   Hydrant meter rental. At times, a customer or contractor requests the use of a hydrant to fill a pool or a tank. These can present a cross-connection hazard and a loss of water if not handled properly. We have hydrant meters in two sizes: two and one-half inch meter with a check valve and a five-eighths by three-fourths meter. The two and one-half inch meter rental fee is $200 deposit plus $10 per day or $50 per seven days, whichever is less expensive. The five-eighths by three-fourths meter rental fee is $50 deposit plus $5 per day or $25 per 7 days, whichever is less expensive. At the end of the rental the water usage will be calculated at the current rate for 1,000 gallons and will be billed accordingly.
   (B)   Non-sufficient fund check.
      (1)   If a Greenville water utility customer pays their account to prevent water service disconnection with a check that is returned because of NSF, it shall be considered as non-payment of account. Water service shall be disconnected and a reconnection fee and their account shall be paid in full before water service can be reconnected.
      (2)   If the water disconnection was created by a water leak that has caused an unusually high charge, a repayment agreement may be proposed by the Greenville Water Superintendent to the Greenville Water Utility Council for approval to prevent service disconnection.
