This section shall establish the category of seasonal accounts. Such accounts will be charged a $500 deposit fee to insure the company against these greater risks. Arrangements may be made to balance payments of the deposit through the year at the request of the customer and agreement of the water company after demonstration that risk is minimal. Additionally, should such high-use customers default on bill payment, the deposit fee will be forfeited to cover the initial costs of defaulted payment and a new deposit shall be required before the account is reopened, only after satisfaction of overdue fees and interest.
