This chapter is necessary to the immediate preservation of the public health and safety, to prevent the negative secondary effects of sexually oriented businesses, and therefor shall become effective immediately upon passage. All sexually oriented businesses lawfully operating in all respects, and all sexually oriented business employees working in a lawfully operating sexually oriented business, on the effective date of this chapter, are hereby granted a de facto temporary license to continue operation or employment without a resolution license for a period of 30 days following the effective date of this chapter. By the end of said 30 days, all sexually oriented businesses and sexually oriented business employees shall apply for a resolution license under this chapter. During said 30 days, all requirements of this chapter, except for the requirement of obtaining a resolution license, shall be in full force and effect.
