To be designated as an “NP” (Neighborhood Preservation) District, the area must meet the following criteria.
(A) It must contain a minimum of one blockface (all the lots on one side of a block).
(B) At least 75% of the land area in the proposed district was improved at least 25 years ago, and is presently improved.
(C) It must possess one or more of the following distinctive features that create a cohesive, identifiable setting, character or association:
(1) Scale, size, type of construction or distinctive building materials;
(2) Spatial relationships between buildings;
(3) Lot layouts, setbacks, street layouts, alleys or sidewalks;
(4) Special natural or streetscape characteristics, such as creek beds, parks, greenbelts, gardens or street landscaping and use patterns, including mixed or unique uses or activities; or
(5) Abutments or links to designated historic landmarks and/or districts.
