§ 153.0440 PURPOSE AND FINDINGS.
   (A)   The city has many unique and distinctive residential neighborhoods or commercial districts that contribute significantly to the overall character and identity of the community. They are worthy of preservation and protection, but may lack sufficient historical, architectural or cultural significance at the present time to be designated as historic districts. As a matter of public policy, the city aims to preserve, protect, enhance and perpetuate the value of these residential neighborhoods or commercial districts through the establishment of “NP” (Neighborhood Preservation) Districts.
   (B)   The purposes of an “NP” (Neighborhood Preservation) District in residential neighborhoods or commercial districts are to:
      (1)   Protect and strengthen desirable and unique physical features, design characteristics and recognized identity and charm;
      (2)   Promote and provide for economic revitalization;
      (3)   Protect and enhance the livability of the community;
      (4)   Reduce conflict and prevent blighting caused by incompatible and insensitive development and promote new compatible development;
      (5)   Stabilize property values;
      (6)   Provide residents and property owners with a planning tool for future development;
      (7)   Promote and retain affordable housing;
      (8)   Encourage and strengthen civic pride; and
      (9)   Ensure the harmonious, orderly and efficient growth and redevelopment of the city.
   (C)   The “NP” (Neighborhood Preservation) District planning tool implements:
      (1)   The creation and adoption of urban design guidelines and standards that will enhance the quality of life and encourage the preservation and enhancement of the community’s important historic and cultural characteristics, including architectural styles and historic districts as well as existing residential and commercial districts and neighborhood centers; and
      (2)   Neighborhood involvement in developing neighborhood-specific plans that define the character and pattern of development for their neighborhood and that establish infill development guidelines.
