§ 34.003 ADMINISTRATION OF RULES BY CITY MANAGER.
   The City Manager shall administer or cause to be administered the provisions of this manual. The City Manager shall be responsible for the resolution of any problem or problems which may arise regarding the personnel policies, with the advice and consent of the City Council, except where the duties by statute are the sole and exclusive duties of the City Manager.
