No persons shall occupy as owner-occupant or shall be let to another for occupancy any dwelling, rooming house, dwelling unit or room unit which does not, at a minimum, comply with National Fire Protection Association’s Standard Number 74, entitled Standard for the Installation, Maintenance and Use of Household Fire Warning Equipment, dated 1984.
