§ 116.36 OUT-OF-PACKAGE SALES PROHIBITED.
   It is unlawful to sell cigarettes out of the manufacturer’s package with required health warnings. It is unlawful to sell cigarettes individually or in packages of fewer than 20 cigarettes per package.
