§ 32.031 APPOINTMENTS.
   The Board of Police Commissioners shall appoint all officers and members of the Police Department with the exception of the Chief of Police who shall be appointed by the City Manager and not by the Board of Police Commissioners. The Chief of Police may also be removed by the City Manager as provided by law.
