All lots, buildings and structures in the city shall be numbered in accordance with the following plan.
(A) North and south numbers shall commence at Main Street.
(B) East and west numbers shall commence at First Street.
(C) Odd numbers shall be on the west and north sides of the streets.
(D) Even numbers shall be on the south and east sides of the streets.
(E) There shall be 100 numbers to each block.
