All maintenance and repair of public streets, alleys, sidewalks and other public ways shall be under the supervision of the Superintendent of the Street Department, who shall be appointed by the City Manager. If there is no appointment made, or in the absence of the appointed official the City Manager shall act as Superintendent. He or she shall be charged with the enforcement of all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such ordinance.
