§ 95.43 RULES AND REGULATIONS.
   The City Council shall have power to establish general rules and regulations for the administration of this subchapter, and such other rules and regulations as may be deemed advisable or necessary to make, in giving full force and effect to the carrying out of the provisions of this subchapter, and may amend and repeal any such rules and regulations.
