§ 94.09 RAT-STOPPING; PROCEDURE; DUTIES OF OWNER; RAT HARBORAGE.
   (A)   All buildings shall be rat-stopped, freed of rats and maintained in a rat-stopped and rat-free condition.

   (B)   Upon the receipt of written notice from the Code Enforcement Officer, the owner of any building specified therein shall take immediate measure for the rat-stoppage of the building, and unless said work has been completed in the time specified in the written notice, in no event to be less than 15 days, or any written extension thereof that may have been granted by the Code Enforcement Officer, then the owner shall be deemed guilty of a misdemeanor.

   (C)   The owner of all rat-stopped buildings shall maintain such buildings in a rat-stopped condition and repair all breaks or leaks that may occur in the rat-stopping.

   (D)   (1)   It shall be unlawful for any person, firm, partnership or corporation to accumulate or to permit the accumulation on any premises or on any open lot any lumber, boxes, barrels, bricks, stones, cord wood or similar materials that may be permitted to remain thereon and which are rat harborages, unless the same shall be placed on open racks that are elevated not less than 15 inches above the ground, evenly piled or stacked.
      (2)   If the owner of any building refuses or neglects to comply with subsection (B) above, the city shall proceed pursuant to 65 ILCS 5/11-20-8.
