(A) The City Council shall have the power to remove from office any or all of the Board of Managers or the Treasurer for non-performance of duties or for misappropriation or wrongful use of funds or property and to require a just and proper accounting for the same.
(B) In the event a vacancy in the said Board of Managers occurs by the removal, resignation, death or otherwise of any member or officer thereof, the same shall be reported to the City Council, and the Mayor shall fill such vacancy by appointment of a successor to serve the unexpired term of the office so vacated.
