Any person or firm licensed by the state as an automobile dealer or a person or firm permitted under the provision of the city’s Zoning Ordinance to have a junkyard or auto repair facilities as the same are defined in the Zoning Ordinance shall be exempt from compliance with this subchapter as to vehicles located on property where such person or firm legally conducts such business or activity.
