§ 31.057 ACCOUNTS AND MONEYS.
   (A)   The City Treasurer shall keep a separate account of each fund or appropriation, and the debits and credits belonging thereto. He or she shall give every person paying money into the treasury a receipt therefor, specifying the date of payment and upon what account paid. He or she shall file copies of these receipts with the Clerk/Finance Director, with his or her monthly reports.
   (B)   If he or she has in his or her possession money properly appropriated to the payment of any warrant lawfully drawn upon him or her, he or she shall pay the money specified in this warrant to the person designated by the warrant.
   (C)   At the end of every month, the Treasurer shall render an account under oath to the City Manager showing the state of the treasury at the date of the account and the balance of the money in the treasury. He or she shall accompany the account with a statement of all money received into the treasury, and on what account, together with all warrants redeemed and paid by him or her. On the day he or she renders an account, those warrants, with all vouchers held by him or her, shall be delivered to the City Clerk/Finance Director and filed, together with the account, in the Clerk/Finance Director’s office.
   (D)   The Treasurer shall be required to keep all funds and money in his or her custody belonging to the city in a national bank of the city, unless otherwise directed by a resolution of the Council.
   (E)   The Treasurer shall be discharged from responsibility for all funds or money which he or she deposits in the bank designated.
   (F)   (1)   Between the first and tenth of June each year, he or she shall make out and file with the City Clerk/Finance Director a full and detailed account of all municipal receipts and expenditures, and of all his or her transactions as Treasurer during the preceding year, and he or she shall show in that account the state of the treasury at the close of the fiscal year.
      (2)   The Clerk/Finance Director shall publish the account immediately in a newspaper published in the city.
