All water mains that are extended from the supply or treatment facilities of the city and used to distribute water to users anywhere inside or outside the city boundaries shall be the property of the city and shall be owned and maintained by the city. All such water mains shall be constructed in streets, alleys or other public rights-of-way and, wherever this is not possible, such construction shall be only over or under property which is leased to the city. The city reserves the right to discontinue service to any water main or other distribution system that does not comply with this section, or to declare the piping to be only a water service and install such meters, valves and related appurtenances as are required under this chapter for service connections.
