It shall be the duty of the Code Enforcement Officer to keep all valves and fire hydrants in first class operating condition and to discover and repair all leaks in the water mains within the jurisdiction of the Water Section. He or she shall operate and maintain the wells, pumps, cisterns, reservoirs, standpipes and control equipment appertaining thereto, to provide water of sufficient quantity and quality to serve the needs of the city and such other needs as the Council may approve. He or she shall keep such records as are necessary in the proper operation of the water system.
