§ 30.06 PRESIDING OFFICER.
   (A)   The Mayor shall be the presiding officer of the Council at all meetings.
   (B)   (1)   In the event that the Mayor is unable to be physically present at a regular or special meeting, the meeting will be led by Mayor Pro Tem.
      (2)   The Mayor Pro Tem shall rotate by quarter based on the years of service of each councilman, if willing to serve.
      (3)   The councilman with the most years of experience shall serve as Mayor Pro Tem for the fourth quarter, second most years of experience shall serve as Mayor Pro Tem for the first quarter, third most years of experience shall serve as Mayor Pro Tem for second quarter, and fourth most years of experience shall serve as May or Pro Tem for third quarter.
      (4)   Rotation schedule shall continue to be adjusted as the composition of the City Council changes, but will follow the schedule set forth above.
      (5)   In the event that the Mayor is unable to attend, and the scheduled Mayor Pro Tem is unable to attend, the next scheduled Mayor Prot Tem shall conduct the meeting.
