§ 73.41 SLOW MOVING VEHICLE REQUIREMENTS.
Publisher's Note: This Section has been AMENDED by new legislation (Ord. 3322, adopted 2-13-2024). The text of the amendment will be incorporated below when the ordinance is codified.
   All persons wishing to operate an allowed non-highway vehicle on the city streets must ensure compliance with the following requirements:
   (A)   Proof of current mandatory liability insurance as required by Article VI of the Illinois Vehicle Code.
   (B)   Must have the vehicle certified by the city by inspection by the city Police Chief or designated representative.
   (C)   Must display city decal on rear of the vehicle, which will be applied upon successful completion of vehicle inspection.
   (D)   Must have current, valid Illinois driver's license and be 21 years or older.
   (E)   Golf carts and recreational off-highway vehicles must be equipped as follows:
      (1)   Brakes and brake lights;
      (2)   Turn signals on the front and rear;
      (3)   A steering wheel apparatus;
      (4)   Parking brake;
      (5)   Tires;
      (6)   Rearview mirror - each side or one interior;
      (7)   Approved "Slow Moving Vehicle" emblem on the rear of the vehicle;

      (8)   Headlight that emits a white light visible from a distance of 500 feet to the front which must illuminate when in operation;
      (9)   Tail lamp that emits a red light visible from at least 100 feet from the rear which must be illuminated when in operation;
      (10)   Red reflectorized warning devices in the front and rear;
      (11)   Any additional requirements which may be amended to the Illinois Motor Vehicle Code;
      (12)   Seat belts for each passenger and the driver of the vehicle.
   (F)   All non-highway vehicles operated on municipal streets must have headlamps illuminated at all times while operated on city streets.
   (G)   Must obey all traffic laws of the State of Illinois and the City of Greenville.
   (H)   Must be operated by a person 21 years of age or older.
   (I)   Must be operated only on city streets, except where prohibited.
   (J)   Must not be operated in excess of posted speed limits and, may not be operated at a speed in excess of 30 miles per hour.
   (K)   Each driver and passenger of the non-highway vehicle shall be required to wear a properly adjusted and fastened seat safety belt at all times.
   (L)   May only be operated between sunrise and 11:00 p.m.
   (M)   A person operating or who is in actual physical control of an allowed non-highway vehicle, as described herein, on a roadway shall not operate such vehicle while under the influence and shall be subject to 625 ILCS 5/11-500 through 11-502).
   (N)   Allowed non-highway vehicles shall not be operated on sidewalks, city parks, or lawns other than parking areas.
   (O)   Allowed non-highway vehicles shall not be operated on Illinois Route 127, US Highway 40 and Illinois Route 140, with the exception of authorized crossings.
   (P)   Authorized crossings will be marked and only allowed at the following locations: Idler Lane and Highway 140, Elm Street and Highway 40, Elm Street and Harris Ave (Illinois Route 127), and Winter Street and Third Street (Illinois Route 127).
