The adequacy of the water and sewer charges shall be reviewed, not less often than annually by certified public accountants contracted by the city. The adequacy of water and sewer charges to meet all system costs shall be stated in their annual audit report. The water and sewer service charges shall be reviewed periodically to reflect a change in capital costs and/or operation, maintenance and replacement costs.
