The rates and charges for the use and service of the sewerage system of the city shall be made against each lot, parcel of land or premises which may have any active sewer connection with the sanitary sewerage system of the city, or which may otherwise discharge sewerage or industrial waste, either directly or indirectly, into said system or any part thereof. Such rates shall be based upon the quantity of water used thereon or therein as such quantity may be measured by the water meter or meters of the city servicing such lot premises.
