All water and sewer bills shall be due and payable by the fifteenth day of the month. Bills not paid after notice and a hearing on the merits, a decision on said hearing, and a copy of the decision having been sent to the customer, service shall be subject to discontinuance. Service may also be discontinued for other violations of this code as specified upon the following same procedure. Procedure of notice and hearing shall be as hereafter established by the proper officials.
