No application for development approval shall be considered complete, and the Code Enforcement Officer or any other agency or official of the city shall not process any application for development approval, unless all of the information required by this division is included. The Code Enforcement Officer or any other agency or official of the city shall not delay the processing of any application for development approval if it contains the information prescribed by this division.
