(A) The city shall render final decisions pertaining to the enactment or development of the Comprehensive Plan, any neighborhood plan, and this chapter, except where authority for a final decision is delegated to another agency by this chapter.
(B) The city shall render final decisions pertaining to applications for development approval where such authority is assigned pursuant to this chapter.
