§ 153.1377 UTILITIES.
   (A)   Applicability. Notwithstanding other provisions of this chapter, the zoning standards of Divisions 3, 4, 5 and 6 of this chapter do not apply to the following:
      (1)   The location of utility lines, poles and related facilities, other than plants or substations;
      (2)   The location of necessary drainage lakes, canals or subgrade facilities that are part of the community drainage system; or
      (3)   Private borrow pit operations, which, after completion, are to be taken over and owned by the city as part of the community drainage system, and are not exempt from any special exception requirement.
   (B)   Utility stations and plants.
      (1)   Applicability. This section applies to electric and gas substations, repeater huts, sewage treatment plants, control houses, pressure regulator stations, buildings to house pumps and lift stations and similar structures.
      (2)   Standards.
         (a)   Structures shall conform to all dimensional and other requirements, except lot area requirements, of the zoning district in which the structures are located.
         (b)   The design of structures shall conform as closely as possible to the character of the area or neighborhood in which it is located, so that the use and value of adjacent properties will not be adversely affected.
         (c)   Fences that are not easily climbed and other safety devices shall be installed and maintained around electric and gas substations and sewage treatment plants in order to make the facilities inaccessible to the general public.
         (d)   A Type D buffer yard shall be installed and maintained in accordance with §§ 153.1120 through 153.1130 of this chapter.
