The regulations of this division shall supplement the requirements of the base applicable and overlay zoning district regulations and the other applicable standards of this chapter. These standards are in addition to, and do not replace, the other standards for development set forth in other divisions of this chapter unless otherwise provided. To the extent that there is a conflict between a standard in another division of this chapter and a standard in this division, the standard in this division governs unless otherwise indicated.
