(A) This subdivision applies to any application for development approval, except as otherwise provided in this section. This section applies to all developers and/or owners of real property involved with the erection, repair, alteration or removal of any building or structure as well as grading in anticipation of such development.
(B) This section does not apply to the harvesting of trees. For purposes of this section,
HARVESTING means cutting or clearing trees for purposes relating to forestry, as defined by state law. HARVESTING does not include the clearing of land for purposes of development, even where the trees are sold for purposes of creating lumber or for related purposes.
(C) This section does not apply to the issuance of a development approval for a single-family residence on an existing platted lot of record.
