Berms shall have a slope not greater than the slope created in three horizontal feet with a one-foot vertical rise. The surface of the berm that is not planted with trees and shrubs shall be covered with grass, perennial ground cover, vines and woody and herbaceous perennials, with mulch. Grass or other coverings shall be maintained in conformance with applicable city codes.
