Connection to a central sanitary sewer system is not required for a subdivision that complies with the following conditions:
(A) The subdivision is located outside the service area included within the Water/Sewer Master Plan;
(B) Connection to a central sanitary sewer system will require unreasonable expenditure when compared with other methods of sewage disposal. Such cost estimates shall be prepared by a professional engineer and shall be approved by the City Manager; and
(C) The County Health Department approves the non-site sewage disposal system.
