§ 34.135 SOLICITATION AND DISTRIBUTION OF LITERATURE.
   (A)   In an effort to ensure a productive and harmonious work environment, persons not employed by the city may not solicit or distribute literature in the workplace at any time for any purpose.
   (B)   The city recognizes that employees may have interests in events and organizations outside the workplace. However, employees may not solicit or distribute literature concerning these activities during working time (including the working time of the employee who is soliciting and the working time of the employee being solicited). Working time does not include, for example, lunch periods, work breaks or any other periods in which employees are not on duty.
   (C)   Employees may not distribute literature at any time for any purpose in working areas. Working areas are defined as all areas of the property in which employees normally perform their work. Non- working areas include, for example, break rooms, parking lots and restrooms.
