Except upon the written approval of the Code Enforcement Officer, no grading, removal of trees or other vegetation, land filling, construction of improvements or other material change, except for purposes of aiding in preparation of final engineering drawings or plans, shall commence on the subject property until the applicant has:
(A) Received the approval of the construction plans and all necessary development approvals from the Code Enforcement Officer; or
(B) Entered into a subdivision improvement agreement with the city or otherwise arranged for completion of all required improvements.
