(A) Following approval of the preliminary plat, the applicant shall have prepared, by a professional engineer registered in the state, construction plans consisting of complete construction drawings and specifications of all easements, streets, traffic-control devices, street lights, sanitary sewers, storm water facilities, water system facilities, sidewalks and other improvements required by this chapter. Construction plans shall be submitted to the Code Enforcement Officer for review and approval as a ministerial development approval.
(B) All improvements required pursuant to these regulations shall be constructed in accordance with the applicable requirements of Divisions 11, 12, 13 and 14 of this chapter and, where applicable, the requirements and authorization of the appropriate state agency, utility company or local franchisee.
