No land described in this section shall be subdivided, sold, leased, transferred or developed until each of the following conditions has occurred in accordance with these regulations:
(A) The subdivider or their agent has obtained approval of the preliminary plat (when required) and a final plat as provided in this chapter; and
(B) The subdivider or their agent files the approved plats with the County Clerk or Register of Deeds.
