§ 153.0611 APPLICABILITY.
It is the policy of the city to encourage applicants to meet with surrounding neighborhoods prior to filing an application for a development approval requiring review and a public hearing. Neighborhood review is mandatory for any application for any quasi-judicial development order that would allow for the creation of 90 or more dwelling units. The applicant at their option may elect to include citizen participation as a preparatory step in the development process for ministerial development orders. Inclusion of citizen participation prior to required public hearings will be noted by the reviewing agency when considering the need for a continuance. This section requires neighborhood meetings prior to submission of an application and documentation of efforts that have been made to resolve any potential concerns prior to the formal application process.
