After the Code Enforcement Officer or the appellate agency accepts a development application as complete, the Code Enforcement Officer or the reviewing agency may, in the course of processing the application, request the applicant to clarify, amplify, correct or otherwise supplement the information required for the application, if such would be required by the agency to render a final determination on the merits.
