§ 153.0514 JURISDICTION.
   Unless the provisions pertaining to a particular application prescribe otherwise:
   (A)   All applications shall be reviewed by the Code Enforcement Officer for completeness; and
   (B)   The final determination of the Code Enforcement Officer on completeness of an application constitutes a final development order and is appealable.
