When found necessary, the county council shall exercise its power to grant franchises in the unincorporated areas of the county in order to provide for the orderly control of services and utilities affected with the public interest and to guide the process of locating public and private treatment facilities. The services and utilities to be controlled by this article shall be limited to waste water treatment facilities in areas not now within the jurisdiction of a municipality or special service district.
