§ 18-51 FINDINGS.
   The county council has determined that the adequate provision of public services to the residents of the unincorporated portion of Greenville County, and to other public bodies, including such services as police, fire and emergency medical services, requires the establishment of a uniform system to change the name of any street, road or public way located in the unincorporated portion of the county. County council further feels that the ordinance enacted herein will secure the public safety and deliver the aforementioned public services in a more efficient and effective manner.
