The term of office of the commissioners of each municipality shall be 5 years; provided, that of those first appointed 1 shall be appointed for 1 year, 1 for 2 years, 1 for 3 years, 1 for 4 years, and 1 for 5 years; provided, further that no member of the county redevelopment authority shall serve more than 2 successive 3-year terms, but a member serving on the date hereof may be reappointed to serve 1 additional 3-year term. Vacancies occurring by reason of death, disability, resignation, or other cause shall be filled by the county council for the remainder of the unexpired term.
