All assets and property, both real and personal, owned by any county library prior to the creation of a library system under Act 564 of 1978, being S.C. Code §§ 4-9-35 et seq., shall be transferred to the county by the persons or entities owning title thereto; provided that all such assets and property shall be used exclusively for library purposes.
