The board of trustees of the county library system, after its election, shall elect a chairman, a vice-chairman, secretary and treasurer from its number and such other officers as may be deemed expedient. It shall make such rules and regulations for the conduct of its business not inconsistent with the law. The board may require from its treasurer and librarian a suitable bond for the faithful performance of their respective duties. The board shall meet at least 4 times annually and at other times as called by the chairman or upon the written request of a majority of the members.
