§ 2-355 COUNSELING PROHIBITED.
   (a)   No county funds, county employees within the scope of their employment or county facilities may be used in any way whatsoever to encourage or counsel women to have an abortion, which is not necessary to save the mother’s life.
   (b)   This prohibition shall not apply to any woman who has been impregnated as a result of criminal sexual conduct, or incest. This article shall not be construed to prohibit nondirective counseling pursuant to the United States Department of Health and Human Services Guidelines for Family Counseling Services.
