There is hereby created and established within Greenville County the Clean Greenville County Commission to be appointed by Greenville County Council. The commission shall consist of 12 and not more than 24 members. In its discretion council may appoint 2 members from each district. Members shall be appointed from each council district and shall remain a resident of that district during their terms of office. A position which becomes vacant shall be filled in the manner of the original appointment for the remainder of the unexpired term. Members shall be uncompensated for their service.
