§ 9-23 RELATIONSHIP TO SHERIFF’S DEPARTMENT.
   It is understood, however, that the county litter officers shall be trained, commissioned and classified as sheriff’s deputies, subject to the control and supervision of the sheriff. As such, the county litter officers may be assigned other law enforcement functions and responsibilities when specific needs arise. In sum, the litter officers are sheriff’s department members in every respect but are primarily assigned the special detail of litter control.
