Greenville County Council makes the following findings:
That the Greenville County Stormwater Management Program (the “Program”) and associated fees are a result of unfunded mandates from the Federal and State Governments, which forced Greenville County to adopt required ordinances and fees;
That every parcel of real property in the County either contributes to or benefits from the Program either directly or indirectly, and thus every parcel of real property should be charged a portion of the administrative costs and certain other costs of the Program;
That current and anticipated growth in the County will contribute to the need for improvements to and maintenance of the Greenville County Stormwater System (the “System”), which is the system of conveyances designed or used for collecting or conveying stormwater;
That the use of the System by each parcel of real property is dependent on factors that influence runoff and create a services demand, such as the amount of impervious area and location in a particular watershed or basin; and
That property owners and users should finance the Program to the extent they contribute to the service need, and charges therefor should bear a substantial relationship to the cost of the service.
